Annual Literacy Plan Update

Each year, the Minnesota Department of Education requires charter schools to submit a Local Literacy Plan, as outlined in the Minnesota READ Act (Minn. Stat. 120B.12, 2024).

The purpose of the READ Act is to ensure that every Minnesota student is reading at or above grade level each year, beginning in kindergarten. The law also emphasizes the importance of supporting multilingual learners and students receiving special education services so they can meet their individual reading goals and achieve grade-level proficiency.

Aurora is proud to be a 9:10 dual language school, where students learn in both Spanish and English. We believe in not only strengthening students’ reading skills, but also in cultivating biliteracy—the ability to read and write in two languages. Biliteracy supports cognitive development, affirms students’ cultural identities, and expands their opportunities for success both in and beyond the classroom.

Though the READ Act emphasizes support for multilingual learners, the state’s required Local Literacy Plan reporting format is primarily focused on English reading data. To more accurately reflect our dual language model and our students’ full range of literacy skills, Aurora has submitted a one-page addendum to our Local Literacy Plan that focuses on Spanish reading development.

Including growth and achievement data in both languages is essential to understanding the full scope of student learning. By monitoring and supporting literacy in Spanish and English, we ensure that our instruction, interventions, and progress monitoring align with the goals of biliteracy and academic excellence for every student.

Aurora remains committed to empowering all students to become confident, capable readers and writers in the languages that shape who they are.
